Event Systematic perspective

A workforce plan should show where flexibility comes from. Permanent recruitment, internal development and a defined specialist assignment can solve different problems. Choosing between them requires clarity about the duration of the need, the capability involved and the consequences of delay.

Create a role-by-role decision sheet for priority work. Record the business outcome, earliest required date and evidence that would justify expanding the team. Include a development route for existing employees where appropriate. Revisit the sheet when demand or the delivery model changes, rather than keeping an annual hiring number fixed regardless of evidence.

Put it into practice

  • Distinguish recurring capability needs from temporary project peaks.
  • Define the milestone that converts a trial assignment into an ongoing role.
  • Keep responsibility for workforce decisions with named managers and review the assumptions with HR and finance.
